If that fails do the Clean Install which should get you past all difficulties as it has hundreds of thousands of others who have followed the steps in this link and never come back to report another problem. If that doesn't help You can roll back Version 1803 in Settings>Update & Security>Recovery and then hide it until it matures using the Hide Updates Tool downloaded from here. If not choose Uninstall until all USB devices are either rolled back or Uninstalled, restart PC using power button. Go into Device Manager reached by right clicking the Start button, expand the USB section at bottom, are any drivers there actually missing or in error?
